Personally I think that this is a very harsh sign designed to exclude many local people... I for one would love to walk my dog along the pier (on a short lead at all times) and I am sure many other dog owners feel the same. Also if people walk past as they're eating their fish and chips/drinking a bottle of water etc and think 'ooh, I'll just pop onto the pier and do ______' they would be put off by the no food or drink sign possibly preventing them from spending money etc. I think a more encouraging sign, welcoming people who act responsibly and fairly to others using the pier would be much more welcomed, both by the locals and tourists wishing to utilise the pier.
